EOC’s are tuition-free institutions that empower the upward mobility of adult learners. They create access to opportunity by providing programs and services that eliminate barriers to education, serving as a source to improve skills and establish gateways to sustainable employment and career ladders.

  1. What are the EOC’s eligibility requirements?
    • Adults or out-of-school youth 16 years of age or older.
    • Educational metrics such as lack of high school or secondary school diploma, insufficient language skills and/or measurable need for further training or upskilling to obtain employment.
  1. What is the tuition and what are the fees to attend the EOC?
    1. There is no tuition or fees to participate in EOC programs. Program eligibility is the requirement to participate in EOC programs.
  2. What is the application process to enroll to attend the EOC? Note: EOC admissions can occur remotely or in person at the Queens EOC during stated Admissions hours.

Step 1: Complete the online EOC admissions application

Step 2: Expect an email/text/call to complete the online Applicant Information Form. Complete and submit form.

Step 3: Respond to text/phone call to schedule the Test of Adult Basic Education (TABE) placement assessment for selected program.

Step 4: Take the in-person TABE assessment at the Queens EOC

Step 5: Provide New York State residency and income eligibility documents; prior education i.e., High School/High School Equivalency diploma, as applicable. NO INCOME documents are required for GED Preparation.

Step 6: Upon eligibility determination, attend the program interview to learn about program participation expectations.

Step 7: Complete Commitment Agreement and other associated program entrance requirements (these vary dependent upon program of enrollment).

(Copies of required documents are due after online session enrollment session)

NOTE: The order of these steps may vary by EOC

6. What admissions application documents are necessary to attend the EOC?

Applicants must submit documentation of income, education, and New York State residency, and provide at least one form of document from each of the following areas:

I. Proof of New York State Residency Status (provide at least one)

  • New York State driver’s license or non-driver’s ID

  • NYC ID Card

  • Proof of address to start a EOC program

  • Current proof of Address

  • New York State driver’s license or non-driver’s ID

  • Proof of ownership of New York State real property

  • Lease for property in New York State

  • New York State tax return (from previous year).

  • Proof of public assistance or other social service agency documentation that attests to New York State residency.

II. Proof of Income (provide all that apply)

  • Federal tax return (1040 or 1040A or 1040 EZ from previous year)
  • Unemployment, pension, or worker’s compensation (current year)
  • Supplemental Security Income (SSI) or Social Security Benefits (current year)
  • IRS form 4506 – non-filers
  • Department of Social Services: HRA Current Budget Letter or Children Services (Foster Care) letter.
  • Child support or alimony.
  • Current paystubs, as applicable.
  • Completed Provider and Applicant Notarized Statements of Financial Support

III. Photo ID (provide at least one)

  • New York State driver’s license or non-driver’s ID
  • New York State Benefits card with photo ID
  • New York City ID card
  • Permanent Resident card
  • Employer ID Card
  • Former School ID Card
  • Permanent Resident card/passport

IV. Proof of Education (provide all that apply)

  • High School Diploma (HSD) or Transcript (copies of college transcript may be requested)
  • Official GED diploma, HSE/TASC diploma, or test scores
  • If enrolling in GED Prep, proof of prior passed High School Regents exams, if applicable
  • Foreign diploma (English translation)
  • Student high school dismissal letter

College Prep applicants only:

  • High School or High School Equivalency Diploma
  • CUNY ACT scores (or)
  • Academic dismissal letter from a college or university

Note: Individuals with a college degree or more than 33 college credits are not eligible for any EOC programs with the exception of English for Speakers of Other Languages. Please speak to Admissions Staff if the earned credits are older than 10 years and none have been earned since.

7. What are the in-person Admissions hours at the Queens EOC and the Virtual Admissions hours for face-to-face online admissions?

In-person Admissions is open at the EOC’s convenient location: 158-29 Archer Avenue (above the MTA Subway end station stops for the E, J, and Z trains) in downtown Jamaica, Queens).

Monday, Tuesday & Wednesday: 9:30 AM – 2:00 PM

Thursday, 2:00 – 4:30 PM

Friday: By appointment only

NOTE: All in-person applicants will be assisted at the Queens EOC, however in compliance with SUNY/CUNY COVID-19 Vaccination policies that remain in effect, if vaccinated please have your CDC vaccination card or other proof of vaccination in your possession when you arrive. Without proof of vaccination, in-person visits are limited to 30 minutes.

8. How long are the EOC programs?

All classes/programs differ in length, but range from 10 days to one year, with many in three-to-six-week range.

  1. What do I need to take advantage of these programs/services?

Be able to consistently attend in-person programs when offered or if enrolling in a remote program, have adequate access to the internet and a computer or laptop to participate effectively.

  1. Can I attend the EOC if I applied or attended in the past?

Yes. An application can be reactivated if it did not result in an admissions outcome and prior program attendance. There are policies concernig prior enrollment that will apply to whether one can return or participate after having attended in the past. In most instances, former students can return or be readmitted to the EOC, however some limitations may exist dependent upon the program or how a student exited the EOC.

  1. Can I attend the EOC if I do not have a high school diploma or high school equivalency certificate?

Yes, there are EOC programs in which a High School or High School Equivalency diploma is not required. The EOCs encourage everyone to seek to obtain a High School Equivalency diploma, when possible, given the significant impact of its possession has on income, employment, stability and future opportunities.

  1. Can I attend EOC if I attended college?

Yes, however there are circumstances and/or limitations in which prior college attendance can result in one’s ineligibility to participate in EOC programs, while some community services may be provided.

  1. What is ATTAIN?

The Advanced Technology Training and Information Networking (ATTAIN) offers an exciting array of services to engage participants in academic development and career exploration. These programs introduce students to exciting employment fields like architecture construction, arts and audio/video communications, manufacturing, STEM, and allied health. They will also have the ability to utilize additional services, including academic preparation, Microsoft certifications, English language development and more.

    • Use the following link to locate an ATTAIN lab in your area –org – click on the name of the ATTAIN lab, click on the “enroll at ATTAIN button,” fill out the application and, lastly, click the submit button.
  2. Who is eligible to participant in ATTAIN?
    • All New York State residents 17 years of age or older may enroll in ATTAIN.
  3. What do I need to take advantage of ATTAIN’s programs and services?
    • Access to the internet and a computer or laptop with a current operating system and web browser.
  4. How may I contact someone regarding my questions/concerns?

  5. What should I expect to happen after submitting my application to ATTAIN?
    • You will receive a confirmation outlining the expected time to be contacted by an ATTAIN Lab Technology Coordinator along with details about hours of operation, contact information and a calendar of current programming offerings.
  6. Are there any costs associated with ATTAIN?
    • ATTAIN services are completely free of charge.
  7. What industry recognized certifications does ATTAIN offer?

ATTAIN is a Certiport Authorized Testing Center (CATC) that offers industry-recognized certifications in Microsoft Office Specialist, Microsoft Technology Associate, and Intuit QuickBooks.
